RS may not allow MPs to ask questions by merely referring to news reports

MPs in Rajya Sabha may not be allowed to ask questions and seek government action merely by referring to news reports, as per a recent Parliament bulletin. However, questions may be allowed which are self-contained and seek substantive information by referring to media reports.
